When Albany tell the mayor you can not create new outer boroughs taxis, you get to see how lobbyist control policy in this state even when it inconvenient to the state's residents.  Councilmembers from Manhattan are so afraid of the power of the taxi lobbyists over the election process the refuse to put pressure on the taxi industry to change how they all go off shift at 4PM, who are they helping? Not their constituents.

Taxi lobbyists are a part of a small group of lobbyists who control who gets the money for reelection, higher office or who gets a well finance challenger against them at the next election.  The Taxi lobbyist have so much power over the Albany and the Council they don't even attempt to trade higher fares tor better service. Bloomberg who tries to provide better service with good ideas does not have what it takes to fight Albany or the council.  The Taxi lobbyists have almost put the Pedi (bike) taxis out of business because they were taking away business from the taxis.Pedi peeve: City to set limits.
