Bharara: NY Pols Belong to A Money Crime Culture

Putting Pols In Jail Will Not Break Albany's Crime Wave

Groundhog Corruption
It’s no surprise, of course, that the system invites corruption; the rules are written by those who profit by them. And, as Bharara pointedly asked: “What can we expect when transgressions seem to be tolerated and nothing ever seems to change?” “Putting dirty politicians in prison may be necessary, but is not sufficient. And the dream of honest government cannot come to pass unless there is real change in the culture,” the U.S. attorney said. Empire state of rot(NYP Ed) Hard as it is to believe, New York’s public-corruption crisis is getting worse. And simply jailing dirty pols won’t end it. This is “more than a prosecutor’s problem,” said Bharara.
“Because . . . there continues to be, even after a parade of politicians have been hauled off to prison, a lack of transparency, lack of self-disclosure, a lack of self-policing, a lack of will and a failure of leadership.” Only a total “change in the culture,” he said, can fix things. Precisely. Fact is, New York’s political system is little more than a breeding ground for corruption, providing endless ways for pols to scam the public. As Queens City Councilman Dan Halloran, who was also arrested, put it in an FBI transcript, “Money is what greases the wheels.” Politics is “all about how much.”* U.S. Attorney Preet Bharara, the top federal prosecutor in Manhattan who is leading the case against Smith and Halloran and has won convictions against other corrupt politicians, believes that the wrongdoing in New York politics is “downright pervasive”, The Wall Street Journal reports:

Welcome to the Biggest Corruption Sandal In NYC History
‘Bribing’ his way onto the ballot: State Sen., city Councilman Halloran face fed rap today(NYP) State Sen. Malcolm Smith and city Councilman Dan Halloran will be slapped with federal charges today in a stunning bribery scheme to rig this year’s mayoral election. Expect several corruption scandals to come together as more players at tied into the six that were arrested.  The Pols Blue Wall of Silence is Up - Pols off Twitter and Face Book Today Yesterday’s indictments also show the lingering, corrupting effect of legislative pork (i.e., “member items”), despite the boasts of “reform” by pols like Gov. Cuomo and Council Speaker Chris Quinn.

Smith has been linked to so many dubious schemes the FBI must have had an entire branch on his tail: Bid-rigging for the Aqueduct racino. Co-founding a Katrina charity that saw nearly $30,000 vanish. Diverting campaign funds for lavish personal trips and meals. Even opening (and then ruining) a Queens charter school in what appears to be a plot to boost home sales for a developer and big-time donor.
Smith’s friends now are abandoning him like rats. Gov. Cuomo said he has “zero tolerance for any violation of the public integrity and the public trust.”

Smith's likely motive? Access to the NYC publicly financed campaign system kitty
The Post’s Fred Dicker argues that Smith’s arrest hearkens back to the “bad old days” of Albany corruption and reflects poorly on the leadership of Cuomo, Assembly Speaker Sheldon Silver and Senate Republican Leader Dean Skelos  Explains what was in it for Malcolm Smith: bigger public figure = more chances to cash in + "huge cash kitty" from public financing* Well, so much for gov’s clean sweep(Goodwin, NYP)

Lucky Guys Gone: Left With Sheinkopf Vs Sheinkopf
Corruption in NY Has Increased As Investigative Reporting Has Left Town
Yesterday Lucky Guy about gritty reporter Mike McAlary who was part of New York tradition of reporters reaching to the 1700's John Peter Zenger who saw it as their mission to fight political corruption. Today we are left with clueless reporters who need the corrupt elected officials, consultants and lobbyists to inform them what is going on.  They are good looking and read scripts well. The investigative mind with an historical knowledge of what he or she was reporting is gone.  The the rough-and-tumble of big-city newsrooms and scoop-hungry reporters like Jack Newfield, Jimmy Breslin, Pete Hamell, Mike McAlary and Tom Robbins are passed or forced out by the changing newspaper business. No better example of how reporting has dumbed down was on view last night in a report on NY1 by reporter Josh Robin.  Robin is show over substance. His Snarky disattached presentation without emotion is considered cool and copied by most young reporters today. They view group acceptance over investigative product.
Robin's report last night was straight out of the Star Wars bar scene where double talk got rid of the guards.  What the NY1 reporter did not understand in his report last night about getting Thompson's reaction to Smith's arrests was that he was really talking to Svengli ventriloquist political consultant/lobbyist Hank Sheinkopf who puts words in both men's mouth and strategy into both men's game plans.  As every old political bull knows Sheinkopf has been advising and working for Smith for years and was the architect behind smith mayoral plan. As the great Wayne Barrett said in 2010 Sheinkopf makes kings so he can then make deals with the kings he’s made. So when NY1's Robin got a quote from Thompson attacking Quinn for Smith's corruption, he was really getting Sheinkopf attacking his own plan.

"I am saying the people in charge of the city council should have done something different it clearly falls on them" Bill Thompson(Robin,NY1)

When people are breaking the law, when people are perverting the political process for their own financial gain, … I have an obligation to report that. I reported it to the authorities; apparently there was an investigation that was already ongoing. I believe that this is going to have a lot of tentacles.”

The Media has Missed US Attorney's Watergate Judge John Sirica Move

Halloran/Tabone Took $$$ From More Than One Candidate

The Queens Crooks Sold Their Line to John Catsimatidis But they Pulled An Elmer Gantry and Also Sold the Line to Smith
Two Republican leaders and Halloran allegedly took payoffs in return for helping Smith get a place on the ballot, even as one of them, Queens GOP operative Vincent Tabone, was serving as a top aide to another mayoral hopeful, John Catsimatidis.

Mayor/Sheriff  Andy Smith and his Deputy Barney "Halloran" Fife
In exchange for helping arrange meetings with Republican leaders, Halloran allegedly wanted to become a "deputy police commissioner" or "deputy mayor" in a Smith mayoral administration. "There were people involved in the scheme who thought it was a realistic possibility," Bharara said.
Danny Hakim notes three of the last five Senate majority leaders have been indicted for corruption or are in jail. (Smith, Espada, Bruno).* Bharara repeatedly said the arrests today were emblematic of a broader problem in New York. "Many may understandably fear that there is no vote that is not for sale, no office without a price and no official clean of corruption," he said.

Paragraph 61. During the conversation, the UC and SMITH also discussed that payments would be made such that there would be "no trace back" to SMITH, the UC or the CW. SMITH suggested that
the payments be made via retainer agreements between the committee leaders and the UC leaving no connection to SMITH. When the discussion returned to the topic of making sure that the committee leaders actually followed through and delivered the Wilson Pakula certificates, SMITH suggested, "hav[ing] them sign a piece of paper or something." The UC responded: "No, no, I'm -not signing anything," and SMITH replied: "That's true, you don't want to do that." STATEMENT OF MANHATTAN U.S. ATTORNEY PREET BHARARA ON THE FEDERAL CORRUPTION CHARGES UNSEALED AGAINST NEW YORK STATE SENATOR MALCOLM SMITH, NEW YORK CITY COUNCIL MEMBER DANIEL HALLORAN, AND FOUR OTHERS
Today’s charges demonstrate, once again, that a show-me-the-money culture seems to pervade every level of New York government.  The complaint describes an unappetizing smorgasbord of graft and greed involving six officials who together built a corridor of corruption stretching from Queens and the Bronx to Rockland County and all the way up to Albany itself.  As alleged, Senator Malcolm Smith tried to bribe his way to a shot at Gracie Mansion – Smith drew up the game plan and Councilman Halloran essentially quarterbacked that drive by finding party chairmen who were wide open to receiving bribes.  After the string of public corruption scandals that we have brought to light, many may rightly resign themselves to the sad truth that perhaps the most powerful special interest in politics is self-interest.  We will continue pursuing and punishing every corrupt official we find, but the public corruption crisis in New York is more than a prosecutor’s problem.” *

But the harsh glare of publicity sank the plan, which then-Inspector General Joseph Fisch called a “betrayal” of the public trust, charging that officials “focused on political gain at a cost of millions to New Yorkers.” After Fisch’s report, Senate Democratic leader John Sampson announced that the Dems would conduct their own internal probe. But more than two years later, no report has appeared; in fact, no one in top Senate circles will even confirm that an investigation was ever begun.  More on the AEG Cover Up
