Mr. Carr pleaded guilty to one charge of making a false statement and faces up to six months in prison under the sentencing guidelines. He is scheduled to be sentenced on Aug. 21.  Several people with knowledge of Mr. Carr’s case said that when he was first taken into custody in 2011 he implicated a number of other elected officials. But Mr. Carr stopped short of cooperating with the government after his arrest, the people said; he pleaded not guilty and planned to go to trial.

State officials confirmed last night that Tsarnaev, slain in a raging gun battle with police last Friday, was receiving benefits along with his wife, Katherine Russell Tsarnaev, and their 3-year-old daughter. The state’s Executive Office of Health and Human Services said those benefits ended in 2012 when the couple stopped meeting income eligibility limits.
